NEWARK, N.J. — A Peruvian citizen extradited to the United States on charges of narcotics importation conspiracy and attempt made his initial court appearance in Newark federal court on Friday, according to an announcement from U.S. Attorney Philip R. Sellinger.
Roque Rafael Martinez Cubas, also known as “Ever Arteaga,” 51, is facing charges of conspiracy to distribute five kilograms or more of cocaine for unlawful importation and attempt to distribute five kilograms or more of cocaine into the United States.
Court documents and statements reveal that Cubas was involved in an international drug trafficking organization that transported large quantities of cocaine from Peru to various countries, including the U.S. Between May 2022 and April 2023, Cubas and others conspired to import 662 kilograms of cocaine into the United States. Cubas was arrested in Peru in December 2023 and was extradited to the U.S. at the request of federal authorities.
Cubas appeared before U.S. Magistrate Judge André M. Espinosa in Newark federal court, where he pleaded not guilty and was detained.
Each of the charges carries a maximum potential penalty of life imprisonment and a fine of up to $250,000. The investigation remains ongoing.

72-Year-Old Woman Dies from Injuries in Harlem, Death Ruled a Homicide
MANHATTAN, N.Y. — A 72-year-old woman who was hospitalized with head trauma earlier this month has died, and her death has been ruled a homicide, according to police.
The victim, identified as Martha E. Rodriguez, was transported by EMS to NYC Health and Hospitals/Harlem on Saturday, August 3, 2024, at approximately 5:00 p.m., after sustaining critical head injuries. Rodriguez, who lived on 66th Street in Manhattan, succumbed to her injuries on August 6.
The Office of the Chief Medical Examiner has since deemed the incident a homicide. Details regarding the circumstances of the assault or any suspects have not been released.
There have been no arrests, and the investigation remains ongoing. Authorities are asking anyone with information to contact the police.
Man Sought for Attempted Rape of Elderly Woman in Brooklyn
BROOKLYN, N.Y. — Police are asking for the public’s help in identifying a man wanted in connection with the attempted rape of a 75-year-old woman in East Flatbush on Thursday morning.
The incident occurred at approximately 6:30 a.m. on September 5, 2024, near the intersection of Tilden Avenue and Brooklyn Avenue. According to police, the victim was approached by an unidentified male who attempted to sexually assault her. The suspect fled the scene on foot, heading westbound on Tilden Avenue.
The victim was transported to NYC Health and Hospitals/Kings County, where she was reported to be in stable condition.
The suspect is described as a male with a slim build and medium complexion. He was last seen wearing a black hoodie, a brown T-shirt, gray pants, and sneakers.
Authorities are urging anyone with information about the suspect’s identity or whereabouts to contact the NYPD. The investigation is ongoing.
