Two southwest Iowa grandparents have been charged in connection with an incident where a 4-year-old child was locked in a cage last month.

Elvin Culley, 78, and Martha Perry-Culley, 61, of Hamburg, Iowa, were each arrested and charged with neglect or abandonment of a dependent person and child endangerment last week, according to a press release from the Fremont County Sheriff’s Office issued Tuesday.

The charges stem from an incident where sheriff’s deputies found the child, who reportedly has developmental disabilities, outside a home along U.S. Highway 275 in Hamburg covered in “filth” and a “mixture of both human and animal feces.”

The Sheriff’s Office also said the child had previously been placed in a makeshift cage created out of a crib, a baby gate as a roof, and zip ties.
The Sheriff’s Office previously said the child was able to escape from the cage and left the home without waking anyone. The child’s parents, 26-year-olds Dustin Perry and Lindsey Hamilton, have been charged with the same offenses as Culley and Perry-Culley.
A sheriff’s deputy confirmed that Culley and Perry-Culley are child’s paternal grandparents.
