GOP incumbent Doug LaMalfa, who is seeking his seventh term in California’s 1st Congressional District, will face one of his primary opponents, Democrat Rose Penelope Yee, in the Nov. 5 general election.
If past election results hold, LaMalfa could spend another two-year term in the office he’s won since 2012. The Butte County rice farmer and lawmaker garnered 66.7% of votes district wide in the March 5 primary against Shasta County resident Yee’s 22.6% and her fellow Democrat Mike Doran’s 10.7%, according to the state.
LaMalfa won in 2022 by similar margins. He received 62.1% of the vote in the district, which stretches through the North State, from Sutter County to the California borders with Oregon and Nevada. In mostly conservative Shasta County, 66% of voters supported LaMalfa; while in Siskiyou County 60.7% of voters supported him, according to state and county elections data.
The Record Searchlight asked LaMalfa and Yee to address the top three issues they see in the district and why they see themselves as the best person for the job. Below are their responses.

Doug LaMalfa (R)
Incumbent Doug LaMalfa (R) is running for U.S. Representative for Congress in California’s District 1 race in November 2024.
Background (50 words or fewer): I’m vocal, active and I consistently show up everywhere in the district to talk with everyone. I’m one of the few that hold regular town halls and telephone town halls to make sure you know what I’m working on and I hear you. My conservative, common sense principles haven’t changed.
What do you think are the three most important issues facing the North State? (150 words or fewer):
Inflation — Government’s chronic overspending and over regulation are stealing families’ prosperity. I voted to cut spending and voted against the Biden/Harris trillion-dollar spending bills that put us in this mess. We can’t add $6.5 trillion in new spending, plus piles of new regulations that cost each family over $10,000 a year and expect success.
Crime — Gov. Gavin Newsom’s crime policies combined with Biden/Harris’s open borders have burdened us with criminal fentanyl trafficking, cartels using our forest lands for grows and little consequence for breaking the law. I’m campaigning for Prop 36 to make crime illegal again and put criminals back in prison, not in our towns.
Wildfire/ Forestry — To reduce fire risks we must aggressively thin our overgrown forests. That takes policy changes and a greatly needed attitude adjustment at Forest Service. I put major reforms in multiple legislative packages that will increase thinning to bring fire risk and insurance costs down.
Rose Penelope Yee (D)
Challenger Rose Yee (D) is running for U.S. Representative for Congress in the California’s District 1 race in November 2024.
Background (50 words or fewer): I have a proven track record of leadership. The National Association of Plan Advisors Captain of Industry Award in 2015. B Economy Leadership Award in 2017 and B Collective Award in 2019 and 2020. Conscious Company Media recognized me as one of the World Changing Women of 2020.
What do you think are the three most important issues facing the North State? (150 words or fewer):
Housing, grocery, gas, and everything that we need to have a good life have gone up exponentially without a corresponding increase in wages. I will push for federal funding to incentivize developers to build affordable and low-cost housing, and help renters with programs for rent stabilization.
To protect our seniors, we need to expand Social Security benefits and prevent privatization. For our young people, a Federal Jobs Guarantee so that everyone has access to a living wage job while working at public works projects that will uplift our cities. I will push for Medicare for All.
I will make sure we increase funding for forest management projects and establish Conservation Corps to thin and manage our forests against wildfire risks. I will use the power of the Congressional office to make sure that federal resources that are allocated to our District are managed responsibly by our city and county governments.
