NJ gubernatorial candidate clarifies intent of bill prohibiting masks in public

A New Jersey candidate for governor revised legislation he introduced last week that would prohibit certain citizens from wearing masks in public.

Sen. Jon Bramnick, a Republican from the 21st District, clarified Monday that the ban would only apply to people who wear a mask during the commission of a crime. The proposed law would include a subsequent charge for defendants wearing a mask while committing a crime.

“This secondary charge gives law enforcement an extra tool to hold masked criminals accountable,” Bramnick said in a statement on the New Jersey Senate Republicans website. The senator also cleared up the intent of the bill in a post on X, formerly Twitter.

Bramnick introduced legislation Thursday, several weeks after lawmakers on Long Island passed a similar bill that is being challenged by a class-action suit. He acknowledged that his bill would not pass the Legislature as written; rather, he presented it as “my first attempt to get the discussion going.”

Last week’s bill would make it a petty disorderly person offense for any group of people to congregate in public while obscuring their faces to conceal their identity. It includes several exceptions, such as dressing for Halloween; participating in a public parade or exhibition of an educational, religious or historical character; protection from weather; head coverings in accordance with religious beliefs; or for medical purposes.

Bramnick announced in January that he will run as a moderate in the Republican primary for the 2025 gubernatorial nomination.
