Rhode Island DHS worker, daughter, charged with defrauding SNAP for $191,000

PROVIDENCE, R.I. (WLNE) — A Rhode Island Department of Human Services (DHS) supervisor is facing federal charges for allegedly leveraging her position to improperly access Supplemental Nutrition Assistance Program (SNAP) benefits, with her daughter also facing charges.

According to the office of U.S. Attorney Zachary A. Cunha, Nadine Jean Baptiste, 57, of Warwick, allegedly used SNAP benefit cards for $191,000 worth of purchases, while also conducting telephonic balance inquiries on EBT benefit cards and frequently changing the PINs on the cards.

The information accessed allegedly belonged to juveniles, and homeless or incarcerated individuals.

The investigation began in September of 2023 when the Rhode Island Office of Internal Audit received complaints from individuals that they did not receive their issued EBT benefits cards.

Baptiste, along with Octavia Jean Baptiste, are charged with aggravated identity theft, wire fraud, illegal acquisition or use of SNAP benefits and conspiracy.

Nadine Baptiste was arrested Tuesday at her place of employment and an arrest warrant has been issued for Octavia Baptiste.
