A police officer from North Carolina is the latest to be charged for actions in the attack on the U.S. Capitol in January 2021.
John Joseph Carl, 41, of Pinetops, faces charges of obstruction of law enforcement during a civil disorder, entering and remaining in a restricted building or grounds, disorderly and disruptive conduct in a restricted building or grounds, disorderly conduct in a Capitol building, parading, picketing and demonstrating in a Capitol building.
He was arrested on Thursday.
According to court documents, Carl attended then-President Donald Trump’s rally on the National Mall on Jan. 6, 2021, then made his way with others to the U.S. Capitol building.
Court documents show he was in the front of a crowd of rioters confronting police officers near the northwest scaffolding stairs outside the Capitol. It is alleged that Carl resisted police commands and instead raised his arms to push back against police and grabbed an officer’s arm and baton. Timestamped video shows Carl confronting a police officer just before 2 p.m.
Carl admitted to FBI agents that he was at the Capitol and shared images and video from his cellphone.
“There were people pushing back and forth,” Carl told agents. “On our side, there wasn’t a whole lot of, like, swinging or throwing … it was just, you know, guys putting their shoulder in and the police with their shields pushing back on the crowd.”

Carl’s video shows people physically pushing against law enforcement officers trying to secure an entrance to the building. It shows he was at or very near the front of that group, court documents say.
Surveillance video from inside the Capitol at 3 p.m. shows Carl entering the building.
Carl was hired as a police officer in Pinetops in June 2023. “At the time of his hiring and during his employment, the Town of Pinetops had no knowledge of Officer Carl’s possible involvement in the January 6, 2021, Capitol riot,” the town’s attorney said in a statement.
After his arrest, Carl was suspended from the force.
