WASHINGTON — Andreé “Ana” Carter got her second star directly from President Joe Biden Wednesday on Air Force One to become a major general in the U.S. Army Reserve.
She and her husband, U.S. Rep. Troy Carter, D-New Orleans, were out at the airport in Kenner to greet the president when he arrived for an announcement on cancer research later in the day at Tulane University.
The Carters had planned a ceremony with retired U.S. Army General Russel Honoré to pin the stars.
Biden invited the couple on board Air Force One and personally put the second star on Ana Carter’s shoulders.
“I couldn’t have been prouder,” Carter said Wednesday.
After Biden left for his event, the Carters headed to the National WWII Museum for the official ceremony with Honoré.
Her promotion from brigadier general to major general was approved July 31 by the U.S. Senate.
Ana Carter is the first woman to command the U.S. Army Civil Affairs and Psychological Operations Command (Airborne), headquartered at Fort Liberty, North Carolina. She was commissioned in 1991 and was deployed to Iraq.
Carter was born and raised in a military family stationed in Hawaii. She and Carter have two children and live on the West Bank in New Orleans.
